ALGASL Strategic Plan 2023-2027

In June 2023, the Association of Local Government Authorities of Somaliland (ALGASL) held a strategic plan validation workshop in the city of Burao. The workshop focused on key priorities for local governments and their associations, including lobbying for decentralization, capacity building of member organizations, local economic development (LED), climate change and disaster risk management, gender mainstreaming, and governance, change, and growth.

Decentralization is a critical issue for many countries, as it can help improve the responsiveness of local governments to the needs of their communities. By advocating for decentralization, ALGASL can help ensure that local governments have the resources and authority they need to address local challenges and deliver effective services.

Capacity building is also an important priority, as it can help improve the effectiveness of local government service delivery. By providing training and support to member organizations in areas such as project management, financial management, and strategic planning, ALGASL can help build the skills and knowledge of local government officials and staff.

Local economic development is another key priority, as it can help create jobs and spur economic growth in local communities. By promoting entrepreneurship, attracting investment, and supporting small businesses, ALGASL can help build vibrant and sustainable local economies.

Climate change and disaster risk management are also critical issues for local governments, as they can help reduce the impact of natural disasters and build resilience in local communities. By developing early warning systems, improving infrastructure, and promoting sustainable land use practices, ALGASL can help protect local communities from the effects of climate change and natural disasters.

Gender mainstreaming in local governments is also an essential priority, as it can help to ensure that the needs and perspectives of women and girls are taken into account in all aspects of local government decision-making and service delivery. By promoting gender equality, ALGASL can help build more inclusive and equitable local communities.

Finally, governance, change, and growth are critical priorities for local governments and their associations, as they can help ensure that local governments are effective and responsive to the needs of their communities. By promoting transparency and accountability, encouraging citizen participation, and building partnerships with other stakeholders, ALGASL can help build stronger and more effective local governments.
